I have made heated grips and heated insoles for my boots. To replicate the process you will need to obtain a replacement electric heater element, the sort that is like an enormous spring and designed to replace burned out elements in the type of fire that has a ceramic matrix supporting the wire.
Next you need to calculate the length of wire that you need to produce the appropriate heat out put at around 12 volts. I would suggest about 35 watts, measured with an ammeter and using the equation watts = amps x volts.
I have a hazy recollection of this being about 20 inches for the wire I used - you must measure your own.
This length of wire can then be used as appropriate.I wound it round the handlebar grips and covered them with lengths of bicycle inner tube. I also made canvas insoles for my boots and threaded the wire in giant stitches, then glued another layer of plain canvas on top for protection. These were so effective at 35 watts that I had to trail my feet out in the airflow to keep them cool enough.
I discovered that the element wire is REALLY hard to solder,and used crimp joints instead.
Somewhat cheaper than buying ready made, and like most challenges, fun to try.

Just because he's been out and bought a shiny new bike, doesn't mean that he's not entitled to save a few quid by making heated insoles out of hopsacks and an old night storage radiator.
I hear that a good compost heap can heat up to about 50c...

More power to your elbow mate. It's just that I keep thinking how many fires are caused by faulty electric blankets, and I know if I tried it, I'd be wondering how fast I'd be able to get my boots off!
